PM-eBUS SEWA Scheme

Government has approved the ambitious PM-eBUS Sewa to enhance and augment the City Bus Operations in August, 2023.

Key features include:

10,000 e-Buses will be procured/deployed across India
169 cities with a population of over 3 Lakhs will be covered
Implementation through PPP format
Project size of INR 57,600 Crores, of which support of INR 20,000 Crores will be from Central Government.
Approximately, 45-55000 direct employment generation.
Scheme shall be for a period of 10 years.

Expected outcome include ‐

Promote e-mobility
Support for behind-the-meter power infrastructure.
I- Cities will also be supported for development of charging infrastructure under Green Urban Mobility Initiatives.
Foster the innovation in the e-mobility sector
Adoption to Electric mobility will reduce noise and air pollution and curb carbon emission
- Bus-based public transportation will lead to GHG reduction

Though this scheme is just another form, but will give a boost and impetus to the auto sector, especially, e-vehicle, and a greater adoption at the grassroot level.

Challenges ‐

Similar City Bus Services scheme were supported under the Jnnurm and Smart City Mission with the participation of Central, State and Municipal administration. Key Challenges in the present scheme are .

The scheme envisages adoption of PPP format. Most of the local bodies do not have neither understanding nor expertise to adopt and run the procurement process.
Even if the procurement is centrally done, but the basic issue remains, how the Operations, Maintenance will be done by the local bodies.
Most of the local bodies are bleeding for funds and do not have reliable revenue stream and solely dependent on the State finances.
